Texas Lottery Winner Sues for $83.5 Million Jackpot Frozen in Courier Scandal
A woman who secured an $83.5 million Texas Lottery jackpot but was refused her winnings has initiated a lawsuit seeking payment.
The unnamed plaintiff experienced the unfortunate event of buying her winning lottery ticket via a courier service in mid-February, coinciding with an increasing political backlash against the industry.
The woman's prize money was put on hold after the Texas Attorney General and the Texas Rangers initiated probes into her jackpot and others.

These inquiries were initiated following the discovery that a European betting group had manipulated the system by purchasing 25.8 million tickets for the April 22, 2023 draw — sufficient to secure every potential winning combination.
The syndicate leveraged the bulk purchasing abilities of lottery couriers to make sure it had every angle covered, allowing it to win the jackpot and millions in additional prizes.
According to her lawyer, Randy Howry, the woman utilized the lottery courier service to purchase her ticket online but was not involved in a ticket-buying group or a bulk ticket acquisition plan.
Although couriers are now prohibited in Texas, when she made her purchase, they were regarded as a valid method for ticket buying by the lottery commission. The courier she employed, Jackpocket.com, acquired her ticket from a vendor with legal licensing.
"It was the thrill of victory and then the agony of defeat,” Howry told The Dallas Morning News. “She’s been caught up in a situation where she thought her life had changed. Now it’s been jerked out from under her, and no one’s given her a reason why.”
Howry stated that if Texas Gov. Greg Abbott (R) seeks to uphold the integrity of the lottery, as he asserts, he ought to “explain to my client why you’ve not compensated her.”
“If the Texas lottery is going to allow people to play by their rules and then they won’t pay, at the end of the day what integrity does the Texas lottery have?” Howry asked.
Lottery Commissioner Steve Helm informed the Morning News that the woman’s lawsuit, submitted Wednesday in Travis County District Court, is under review by the agency and verified that her claim is currently the focus of an “external investigation.”

The syndicate is thought to be associated with the creators of the British sportsbook Colossus Bets. The secretive organization claimed the $95 million reward anonymously through a shell company, Rook TX, which had just been established in Delaware for that reason.
The Texas Lottery Commission, once supportive of couriers to boost sales, is now under fire for reportedly allowing – or at least not stopping – the syndicate's plot.
Recent bills that were approved in the state House and Senate aim to eliminate the Texas Lottery Commission. One measure also demands a thorough evaluation of the lottery, which may eventually result in its discontinuation.
