Pennsylvania Gaming Control Board Fines Casino $50K for Allowing Self-Excluded Players to Gamble
The Pennsylvania Gaming Control Board (PGCB) has imposed a fine on the operator of Live! Casino and Hotel Philadelphia fined $50K for permitting four individuals on the state's self-exclusion list to gamble at the casino.
As per state regulations, a casino is required to recognize patrons who have opted for self-exclusion and deny them gaming-related privileges, including cashing checks and obtaining cash advances.
Self-Excluded Gambler Wagered for 21 Hours
Based on a copy of the agreement between the board and the operator, there was an occasion in December 2021 when a representative verified a person's identification, but the Live! The casino player database didn't identify that customer as being on the self-exclusion list since the person's middle initial on her ID was not included in the database. That individual subsequently used 10 slot machines.
In a different instance, prior to being recognized as self-excluded on Dec. 20, 2021, a person played for 55 minutes and invested a total of $36,900 in blackjack.
In another case, an individual was present on the Live! Casino gaming area for more than 21 hours in November 2022. The player invested $9,600, engaged in roulette, and made three withdrawals at the Main Cage amounting to $4,700.
Refund Requests for Credit Cards
The PGCB also reported that they’ve added five individuals to the iGaming Involuntary Exclusion List following the discovery of fraudulent transactions they participated in.
In one instance, the violations mentioned in the cases involved using someone else's name and identification to create an iGaming account, fraudulently acquiring funds in that account, and withdrawing money from it without participating in any gaming. In this instance, two people established 20 distinct online accounts, violating the operator’s terms and conditions.
In a different instance, a person established 16 distinct online accounts utilizing the identification and credit cards of others, and transferred $11,250 into his own bank account.
Other bans were imposed on one person who unlawfully requested and obtained chargebacks on a credit card amounting to $11,125, and another person who unlawfully requested and received a chargeback on a credit card amounting to $21,600.
Participants Penalized for Abandoning Minors Supervised
The board prohibited two individuals from entering any casinos in the state for abandoning children without supervision at the casino while they went off to gamble. A woman customer left an 11-year-old alone in a vehicle in the parking garage of Live! Casino and Hotel Philadelphia for 40 minutes on a day with 80-degree weather.
Adults are not allowed to leave minors unsupervised in a parking lot or garage, a hotel, or at other locations within a casino.
Currently, there are 47 individuals on Pennsylvania's iGaming Involuntary Exclusion List.
